The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government agency responsible for efforts to promote the mental health of the nation. One of its responsibilities is the oversight of opioid rehab programs, which are programs which provide medication-assisted treatment (MAT) to clients who are in the midst of opioid dependency and addiction. Medications administered are drugs such as methadone, buprenorphine and other drugs that stop curb cravings and withdrawal for opioid dependent clients. SAMSHA certified opioid treatment centers in Cairo are programs which are officially allowed to give out the medications used in MAT as long as they remain certified and always maintain the necessary requirements. A requirement that MAT individuals must also receive ancillary benefits aside from medicine like psychotherapy, behavioral therapy or counseling.

An opioid treatment center can receive initial approval documentation while working towards becoming fully accredited, but must become fully accredited within a year. Opioid treatment programs accredited by SAMSHA need to get licensed also by their own state. Likewise, they must register with the Drug Enforcement Administration through a local DEA branch. Once an opioid treatment center is certified, it must be re-certified every year or every 3 years contingent upon the kind of accreditation that was given.
