The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government agency responsible for efforts to advance the behavioral health of the nation. One of its obligations is the supervision of opioid treatment programs, which are programs which provide medication-assisted treatment (MAT) to individuals who are experiencing opioid addiction and dependency. Medications given are drugs such as methadone, buprenorphine and other drugs that stop curb cravings and withdrawal for opioid addicted people. SAMSHA certified opioid treatment programs in Portland are programs that are legally permitted to distribute the drugs used in MAT as long as they remain certified and always maintain the necessary requirements. One of these requirements is that MAT individuals must also receive auxiliary benefits aside from medication such as psychotherapy, behavioral therapy or counseling.

An opioid rehab center can get their initial certification while they endeavor to get their full accreditation, but must become fully accredited within a year. Opioid rehab programs accredited by SAMSHA must be licensed by the state in which they operate. In addition, they need to list themselves with the Drug Enforcement Administration through a local DEA office. Once an opioid rehab program is approved to operate, it must be re-certified every year or every three years contingent upon the type of accreditation it has been given.
