It is estimated that approximately 75% of clients at residential treatment centers for drug and alcohol addiction are smokers. While it is true that nicotine is addicting and clients in any sort of treatment for addiction should endeavor to be free from all addictive substances, this can introduce problems that make enforcing a non-smoking facility outweigh the benefits of such restrictions. Private rehab facilities have a little more tolerance and don't have as many rules imposed on them, so may be more likely to provide designated areas for smoking.
