The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government agency in charge of efforts to promote the mental health of the United States. One of its obligations is the administering of opioid treatment programs, which are programs which offer medication-assisted treatment (MAT) to clients who are in the midst of opioid addiction and dependency. Drug prescribed are drugs such as buprenorphine, methadone, and other drugs that help withdrawal and curb cravings for opioid dependent clients. SAMSHA certified opioid treatment facilities in Oscar are programs which are legally permitted to give out the medications used in MAT as long as they remain certified and always maintain the necessary requirements. One of these requirements is that MAT individuals must also receive ancillary services in addition to medicine such as psychotherapy, behavioral therapy or counseling.

An opioid rehabilitation program can receive initial approval documentation while working towards becoming fully accredited, but must become fully accredited within a year. Opioid rehabilitation facilities accredited by SAMSHA must be licensed by the state in which they operate. In addition, they must register with the Drug Enforcement Administration via a local DEA office. Once an opioid treatment center is certified, it must be re-certified each year or every 3 years contingent upon the type of accreditation it has been given.
