The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government agency in charge of health efforts to promote the mental health of the U.S.. One of its duties is the oversight of opioid rehabilitation facilities, which are centers who offer medication-assisted treatment (MAT) to individuals who are in the midst of opioid dependency and addiction. Medicine prescribed are drugs such as methadone, buprenorphine and other drugs that stop withdrawal and curb cravings for opioid dependent clients. SAMSHA certified opioid rehabilitation centers in Harper are programs who are legally allowed to distribute the medicines used in MAT being they remain certified and continue to meet certain requirements. A requirement that MAT individuals must also receive auxiliary benefits in addition to medicine such as counseling or behavioral therapy.

An opioid treatment center can receive initial approval documentation while working towards becoming fully accredited, but must become fully accredited within a year. Opioid rehabilitation facilities accredited by SAMSHA need to get licensed also by their own state. Likewise, they must register with the Drug Enforcement Administration via a local DEA branch.
