It is estimated that around 75% of clients at residential rehabilitation facilities for drug and alcohol addiction are smokers. While it is true that nicotine is an addictive substance and clients in any sort of treatment for addiction should strive to be free from all addictive substances, this can introduce problems that make enforcing a smoking ban outweigh the advantages of this restriction. A person who is addicted to a substance that could very well kill them immediately might not agree to get help if they must quit smoking cigarettes, so many programs in Indiana allow smoking with some limitations, restrictions and in designated areas.
Some rehab centers allow clients to smoke anywhere, provides it is outdoors for instance. Some facilities have a designated smoking area, and this is the only area that clients are allowed to smoke in. Because nicotine is an addictive substance, even rehab centers that allow smoking usually provide alternatives to smoking if the client wants to quit, such as nicotine replacement gum, patches and prescriptions. There are also facilities which permit smoking in designated areas, but educate clients on the health risks associated with smoking by incorporating this into their program either by way of direct education or by offering educational literature for clients to examine. In programs which permit smoking in designated areas this is sometimes only allowed for clients, whereas staff are often banned from smoking at the center or are asked to not smoke in front of clients.
Publicly funded substance abuse rehab programs are bound by the rules and restrictions in regards to smoking that are enforced by state and federal agencies which oversee and administer these programs. Private rehabilitation centers have a little more leeway and don't have as many rules and restrictions imposed on them, so they be more likely to offer designated areas for smoking.
