The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government agency in charge of efforts to promote the behavioral health of the United States. One of its responsibilities is the oversight of opioid treatment programs, which are centers which provide medication-assisted treatment (MAT) to clients who are in the midst of opioid addiction and dependency. Medicine prescribed are drugs such as buprenorphine, methadone, and other drugs which stop withdrawal and curb cravings for opioid addicted individuals. SAMSHA certified opioid treatment facilities in Scotland are programs which are legally allowed to dispense the medications used in MAT being they remain certified and continue to meet certain requirements. A requirement that MAT individuals must also receive auxiliary services in addition to medicine like counseling or behavioral therapy.

An opioid treatment program can get their basic certification while working towards becoming fully accredited, however, are required to get their full accreditation in a year. Opioid treatment facilities authorized by SAMSHA must be licensed by the state in which they operate. Likewise, they must register with the Drug Enforcement Administration through a local DEA branch. Once an opioid treatment program is certified, it must be re-certified every year or every three years contingent upon the type of accreditation that was granted.
