Treatment clients referred from the court for substance abuse treatment are most commonly referred because they are being granted a chance to accept rehabilitation in lieu of jail time, other charges, fines, etc. Although this is more prevalent among first time offenders, it can be offered at any time such as while the person is already incarcerated.
