Clients referred from the court for substance abuse rehabilitation are usually referred because they are being granted a chance to accept treatment instead of jail time, other charges, fines, etc. While this is most common with first time offenders, it can occur at any point including while the defendant is already incarcerated. There are different types of programs that offenders may be referred to, and it usually depends on what is local to Elmo and the type of issues they'll need treatment for.
There are recovery programs that work primarily with the criminal justice court system to administer to this explicit type of clientele, and are typically state funded or are offered at little or no cost to the client. There are also private addiction rehab programs that might be authorized by the court if there is a specific type of treatment that the person needs or prefers that a different facility can't provide. The client's attorney can propose such alternatives to the judge for approval. There are even drug treatment programs that provide services from the correctional facilities themselves, where clients are sometimes in a better position for reduced sentences or other benefits when participating in drug and alcohol rehab services while serving their time for a drug related offense or a DUI/DWI.
