The Substance Abuse and Mental Health Services Administration, "SAMHSA" for short, is the government department in charge of efforts to promote the mental health of the nation. One of its obligations is the administering of opioid rehabilitation facilities, which are centers who offer medication-assisted treatment (MAT) to individuals who are experiencing opioid dependency and addiction. Medications prescribed are drugs like buprenorphine, methadone, and other drugs which help withdrawal and curb cravings for opioid dependent individuals. SAMSHA certified opioid treatment programs in Elmwood are programs who are officially permitted to dispense the drugs used in MAT as long as they maintain their certification and continue to meet certain requirements. One of these requirements is that MAT clients must also receive ancillary benefits in addition to medicine such as counseling or behavioral therapy.

An opioid rehabilitation center can get their initial certification while they endeavor to get their full accreditation, however, are required to get their full accreditation in a year. Opioid rehabilitation programs authorized by SAMSHA must be licensed by the state in which they operate. Likewise, they must register with the Drug Enforcement Administration through a local DEA office. Once an opioid rehabilitation center is certified, they need to get re-certified every year or every three years contingent upon the type of certification it has been given.
